Parish and Town Councils: Recent Issues 15SEP21 (PDF) "In 2021-22, MHCLG data shows a total of £617.27 million being levied via the parish precept (excluding Charter Trustees and Temples), which constitutes 1.8% of the total council tax demand. 8,877 parish councils raised a precept. The average precept raised on a Band D property is £71.86.11" "The average increase in parish precepts in 2021-22 was 2.8%." |
General Power of Competence 15SEP21 (PDF) "A parish council wishing to use the power must formally resolve that it is an ‘eligible council’. The qualifications for eligibility are that the clerk has completed a course in local administration, and that at least two thirds of councillors have been elected (i.e. not coopted).[17] These provisions also apply to community councils in Wales. THE GENERAL POWER OF COMPETENCE: An introduction to key facts for local councils (PDF) "A local council must decide, at a full meeting of the council, that it meets the criteria for eligibility at that particular point in time. A resolution to this effect must be written clearly in the minutes of that meeting. The council is then required to revisit that decision and make a new resolution at every ‘relevant’2 annual meeting of the council to confirm that it still meets the criteria (if it does). This means that eligibility remains in place until the first annual meeting of the council after the ordinary election even if the condition of the eligibility criteria has changed." |

JPAG writes a letter to clarify queries on the Practitioners' Guide during COVID19 Pandemic (17JUL20) "Please note that electors do still have the right to inspect the Accounts ‘in person’. Therefore should anyone insist on a physical inspection, you will need to make the appropriate arrangements and follow the latest government guidelines with respect to social distancing etc. Many public offices and buildings are now geared up and able to operate, whilst ensuring appropriate distancing" (PDF)
